How to File

File your small claims case at the Glenn County Superior Court clerk's office, 526 West Sycamore Street, Willows, CA 95988. Bring a completed Plaintiff's Claim and Order to Go to Small Claims Court (SC-100) and the filing fee, or a Request to Waive Court Fees (FW-001) if you cannot afford it — fees vary based on your claim amount and how many claims you have filed in the past 12 months. Forms may be handwritten legibly (typing is not required) and can be requested by mail with a self-addressed stamped envelope, but the court does not accept small claims filings by fax.

Serving the Defendant

The defendant must be served with your claim at least 15 days before the hearing (20 days if they live outside Glenn County) — this is the statewide minimum set by Code of Civil Procedure section 116.340. Glenn County offers three service methods: certified mail through the court clerk ($15 per defendant), service by the sheriff (for a fee), or personal service by anyone 18 or older who is not a party to the case. File your Proof of Service (SC-104) with the court before your hearing.

Hearing Tips

Arrive on time; if you are late, your case may be heard without you present.
Several other cases are scheduled for the same time as yours, so you may need to wait for your case to be called.
Bring your evidence organized in chronological order, with photocopies for all other parties and the judge.
Bring all witnesses who can support your case in person; attorneys are not permitted to represent parties at small claims trials.
You may appear by phone through CourtCall (1-888-882-6878) or by Zoom video, but you must file a Notice of Remote Appearance at least 10 court days before your small claims trial.

Know Your Rights Under California Law

California Civil Code § 1950.5 requires landlords to return your deposit or provide an itemized statement within 21 days of move-out. If they fail to do so, you may be entitled to your deposit back plus up to 2× the deposit amount in statutory damages.
